The business case for the Douglas Bay Horse Tramway has been decoupled from the Tramway Terrace Project. Infrastructure Minister Tim Crookall has confirmed the move in response to a Tynwald Question for written reply from Douglas North MHK John Wannenburgh.
On January 23rd the Member for North Dougas had asked a Question to Tim Crookall the Minister for Infrastructure: "Whether the Horse Tramway business case has been decoupled from the Tramway Terrace project; if so, why; and why the Horse Tramway business case has been delayed."
Today Mr Crookall wrote in answer: "The Horse Tramway Business Case has been decoupled from the Tramway Terrace Project. There was a procurement process undertaken to appoint a contractor who is suitably qualified to undertake the Heritage Impact Assessment with respect to the Tramway Terrace Project. So as not to delay the submission of the Business Case for the completion of the Horse Tramway unnecessarily, the decision was made to decouple the projects.
The business case in relation to the Horse Tramway is under final review within the Department and the intention is to submit this to Tynwald at the earliest opportunity."
Currently, the horse trams only run between Derby Castle and Broadway, despite funding being granted back in 2017 to restore the full length of the track to the Sea Terminal.
