Charles Guard MBE made the allegations while giving evidence to Tynwald's built heritage committee today (Monday).
Tynwald previously voted in support of completing a single tramway from Broadway to the Sea Terminal, but the funding has since been reallocated.
Mr Guard questioned why Tynwald hasn't asked more questions about the situation.”
